Water Assistance Program

The Thornton Water Assistance Program provides short-term assistance to water utility customers meeting qualifying criteria. Account holders approved for water assistance will receive a one-time credit of up to $351 to be applied to their current water bill during the program period. The program period is January 1 through December 31. People need to reapply for the program each year if they want to continue to receive the annual credit. Applications are processed on a first-come, first-served basis.

Qualifying Criteria

  • Must be a U.S. citizen or lawfully present in the U.S., per federal law.
  • Must be a Thornton Water customer.
  • A person's or family's household income must be 185% of the federal poverty level or less.
  • Must be able to provide proof of income for everyone living in the house.
  • Must not have tampered with the water meter within the last three years.

How to Apply for Assistance

Contact Utility Billing at 303-538-7370 and ask for a referral to the Water Assistance Program.

Staff will check that the water meter has not been tampered with and note on the account that you are starting the application process.

Complete a Water Assistance Program Application.

Provide copies of the following items with your application or bring the documents to City Development and staff will make the copies for free:

  • Proof of U.S. citizenship or that you are legally residing in the U.S. For example, a driver’s license, Colorado ID, passport or Visa.
  • A recent water bill.
  • A current benefit statement if you are receiving SNAP, TANF, WIC, LEAP or Medicaid; or
  • If you do not receive the assistance listed above please provide documents to verify income for all people in the household who are 19 or older:
    • two recent, consecutive bank statements; or
    • one month of paystubs and other income for everyone age 19 or older living in the house, unemployment benefit letter(s) or the most recent tax return plus a current monthly bank statement.

Submit completed Water Assistance Program Application and documents to City Development Planning Counter. City Development is located on the north side of the City Hall building, 9500 Civic Center Drive. If you cannot drop off documents, you can scan in a completed application and necessary documents and submit to H2Ohelp@cityofthornton.net. Another option is to mail in your documents to Thornton Water Assistance Program, 9500 Civic Center Drive, Thornton, CO 80229.
