Water Assistance Program

The Thornton Water Assistance Program provides short-term assistance to water utility customers meeting qualifying criteria. Account holders approved for water assistance will receive a one-time credit/payment applied to their current water bill during the program period. The program period is January 1 through December 31. People need to apply for the program each year if they want to receive the credit that year. Applications are processed on a first-come, first-served basis.

For a limited time in 2018, Thornton residents who pay their water bill as part of a master meter account can apply for the Master Meter Water Assistance Program. This program provides short-term assistance to residents living in apartment complexes, manufactured home parks, condominiums, and townhomes in Thornton. This program starts January 8, 2018.

Qualifying criteria

  • The person or family must be receiving water through the City of Thornton.
  • The person(s) on the water bill must be U.S. citizens or lawfully present in the U.S.
  • The total household income of everyone living in the house must be 185% of the federal poverty level or less.
  • The water meter at the address must not have been tampered with in the last three years.
  • Master Meter Water Assistance Program applicants must be Thornton residents and cannot be receiving financial assistance with rent or mortgage costs from a government or non-profit agency during the same month as receiving water assistance.

HOW TO APPLY

If you have a Thornton Water account and receive a monthly bill from the City of Thornton:

  • Contact Utility Billing at 303-538-7370 and ask for a referral to the Water Assistance Program. Staff will check the water meter for tampering.
  • Complete a Water Assistance Program Application | Solicitud del Programa de Asistencia 2018.
  • Provide copies of the following items with your application or bring the documents to the City offices and staff will make the copies for free:
    • Proof of U.S. citizenship or that you are legally residing in the U.S. For example, a driver's license, Colorado ID, passport or Visa.
    • A recent water bill.
    • Income verification for all adults over 18 living in the house - see application for examples.
  • Submit completed Water Assistance Program Application and documents to:
    • City Development Planning Counter. City Development is located on the north side of the City Hall building, 9500 Civic Center Drive.; or
    • Email to H2Ohelp@cityofthornton.net; or
    • Mail in your documents to Thornton Water Assistance Program, 9500 Civic Center Drive, Thornton, CO 80229.

    If you pay for your water to a property owner or management company:

  • Complete a Master Meter Water Assistance Application
  • Provide copies of the following items with your application or bring the documents to the City offices and staff will make the copies for free:
    • Proof of U.S. citizenship for every adult listed on the rent and water bill. For example, a driver's license, Colorado ID, passport or Visa.
    • A rent agreement and receipt from property management with current water cost, or water bill. The applicant's name and address needs to be on the bill or receipt.
    • Income verification for all adults over 18 living in the house - see application for examples.
  • Submit completed Master Meter Water Assistance Application and documents to:
    • City Development Planning Counter. City Development is located on the north side of the City Hall building, 9500 Civic Center Drive; or
    • Email to H2Ohelp@cityofthornton.net; or
